Any initial troubleshooting tips?

Edit - this motherboard is toast.

There's a lot going on in that machine, so when you say you've stripped it down to nothing, do you mean it's a bare motherboard without anything attached other than display, mouse, PSU and IDE device? The FastATA is notorious for being very picky about setups for example. It's also worth trying another PSU in case the one you have is very noisy or otherwise out of spec.

That's where you need to start anyway. If the caps are original (a detailed look at the areas should be able to tell, but post close-up images here if in doubt), it's something that should be sorted sooner rather than later.

Thanks. Yeah, I guess the most obvious first step is to replace the caps. Guess I'll work on that today and see if that fixes things.

The caps themselves aren't going to cause those issues, though if they've already leaked there could be damage on the motherboard that does. So you still get those symptoms even without the FastATA? What about just with the floppy drive?

It's possible it might be a bad or insufficient power supply. Those can cause all sorts of weird issues. Though in fairness, that would likely also show those problems much, much worse with all that extra kit attached.
