Commodore A590: something doesn't make sense

I have experimented with adding a A590 expansion to one of my configs (which uses Kickstart 1.3). I have created a 40MB hard drive using the A590 HD controller set to unit 0 and RDB. I ran HDToolBox from the A590 install disk and my drive shows up in the list. So why do I have this error message...

Error 32 on device open!
Attempting to prep the hard disk failed.
Check your hardware and try again.

...when running PrepHD and continuing to low-level format?

PrepHD seems to be XT drive prep utility only.

But thanks for (technically incorrect) report, it sends not yet emulated XT drive commands that need implementing
