Boot floppy to ACAtune load Kick1.3?

I'm trying (maybe in vain) to set up a boot floppy image to use on my GOTEK to boot my A1200 with an ACA1233 board so that it loads Kickstart 1.3 using the ACATune maprom feature to boot some older ADF floppy images I have put on there.

I saw an earlier post that made it seem simple:
install DF0:
makedir DF0:C
makedir DF0:S
makedir DF0:Devs

I copied the kick13.rom file in Devs, copied ACATune into C and made a S/Startup-Sequence file that had just a single line to instruct ACATune using maprom to load the kick13.rom file.

I can't test this in FS-UAE because it doesn't emulate the ACA1233, and when I try to boot this from the GOTEK3 on my A1200 with Kickstart 3.1 I it just starts to briefly read DF0 and then goes back to the Kickstart load disk screen.

I'm not seeing any error messages, and it just seems like the system is considering the disk as non-bootable, so what other pieces do I need?

I did check, "install df0: check" shows "Appears to be 2.0 OFS bootblock", so it seems it should at least try to boot... Should I reformat it as FFS?

I did leave it as DF0: and rebooted FS-UAE and it actually did boot from it and tried to load, so the mystery is why it doesn't do that from the GOTEK on my A1200.

Whether it works or not remains to be seen, but my error was that FS-UAE doesn't write changes to the ADF files unless you add "writable_floppy_images" in the config. So looks like I have to create new images, add that to the config, and diskcopy the old ones to the new ones to have ADF files for GOTEK.

I found this by eventually booting my A1200 and loading that ADF file to realize it was blank. No wonder it didn't boot. LoL
