The reason no one has moved in and they've not torn it down is the whole site is one of the most polluted places. They kept lots of waste chemicals in tanks underground which leaked and seeped into the ground. The site is monitored to this day by the EPA.

I think the leak was in the 1970s but knowing what these places and the super nasty chemicals they use I bet there were spills all the way to the 1990s.
