Amiga 1200 Screen Tearing - rev 1D1 Mobo [SOLVED]

I have a rev 1D1 A1200 Motherboard and experience screen tearing when dragging scroll bar.

Is this a bug with this mobo?

If so, is there a fix?

Note: I sometimes get artifacts too...

Update: it only seems to happen in DBLPAL, fine in PAL:High Res Laced
However, I tend to use DBLPAL with my Commodore 1942 monitor, it's annoying...

It's ok, sorted now by shorting E127R on mobo

Update: nope, it's back again. Loads of artifacts on screen.

Clues anyone??

E127R with 27 ohm resistor = artifacts from cold, gradually disappear when warming up
E127R jumpered (0 ohm) = fine from cold, gradually develops artifacts when warming up
The screen tearing is still there regardless of above....
