Your LoadModule line is below SetPatch which will probably not work. You could also try "RemLib >NIL: icon.library" in the first line, but no guarantee!

Which version of ClassicWB are you using? v27 or v28 or older? Don't use that terrible old stuff from 2012 anymore: http://eab.abime.net/showthread.php?t=63342

Is there really no menu entry to enable icon.library or other icons? I don't want to install ClassicWB on my PC again to check that out.

It's nice if it still works for Retroplay with the latest icon.library, but I didn't care about ClassicWB since I deleted it 5 or 6 years ago, and I have no intentions to do that again.

My assumption is that you have an older version of ClassicWB installed. Only v28 has support for my icon.library built-in, and I'm not even sure whether Bloodwych has integrated that support into all of his different compilations or just a few. The only one I've ever tried out was ADVSP v27. I don't know if it's a good idea to install this old ClassicWB30Icons.lha package on any other CWB compilation. It may work or it could destroy your installation. Better make a backup of important files like the startup-sequence.

To find what version of the ClassicWB you are running, please do the following:

From the bottom left corner Run buttonmenu, select System->Version. A page showing the version number will be displayed.
