BPLCON1 - finescrolling in AGA-mode not working?

While coding some double playfield stuff in AGA-mode, I noticed that apparently FS-UAE 2.8.3 does not handle bits PF2H0/PF2H1 (bits 12 & 13), but instead gets its extended scrolling values for both playfields from PF1H0/PF1H1

Example
Case 1: I write %11<<8 to BPLCON1 -> both playfields are finescrolled
Case 2: I write %11<<12 to BPLCON1 -> no playfield is finescrolled.

I expected Case 2 to scroll playfield 2. What I am doing wrong?

why don't using latest FS-UAE dev series ??? 3.0.5
