it's LVOCacheControl(), used to enable/disable caches. where you can find docs about system libs I don't know, i leeched mine almost 15 years ago from some bbs.
 you could check aminet for autodocs, maybe you can find something there. if not, google for amiga autodocs, should help I suppose.
