Easiest way is to follow WHDLoad's documentation to install WHDLoad http://whdload.de/docs/en/index.html, then run the game patch installer to install the game from disks. ADF images usually will not work, the disks must be original copies which uses IPF format. These can be found on Turran FTP in "SPS" directory http://ftp2.grandis.nu/turran/FTP/TOSEC/Games/
Also emulators needs CAPS.dll file from SPS in order to mount IPF images. http://www.softpres.org/download

Interesting how much work this patch needed, because the Hoi AGA Remix is completely system friendly and runs even on 68060.

As Aardvark already wrote, you need to install the game with the supplied installer in the Hoi patch package. The data from the original Hoi disks will then be saved (the RawDIC imager is used for this) and everything needed to play the game from HD will be copied to the chosen directory. Or you can wait until someone provides a preinstalled version, usually Retroplay does that quite quickly when a new patch has been released.

Only the menu is system-friendly, the level code is still using direct hardware access just like in the original Hoi game.

And yeah, Hoi was about as far from being system-compliant as possible, haha. I remember Hoi's coder once managed to assemble a version that turned out to only work on his particular A500.
