Visual Studio Code errno 10061

Whenever I press F5 to debug anything, it opens and runs properly but the debug bar doesn't appear. Then when I close the window it gives this pop-up:

The only thing I've found that runs with the debugger is the initial project.

How to recreate:

Use files from the initial project (Makefile, gcc support etc.)
Make a main.c, include all the stuff that should be included and make any program.
Try to debug
Window will open, run the program but debug overlay won't appear.
Close window, error appears.

This is completely stalling all my work on my project, this can be considered a bug report or perhaps I'm just overlooking something.

This smells like a firewall blocking the port. If you google the error code it frequently pops up as a socket connection error, connection refused.

But it's all running on my machine, why would it be using ports?

PS: Even with my antivirus and windows firewall turned off it gives exactly the same error.
If it helps, this only started happening after I installed the most recent update.
