I have no idea how it was actually done, but wouldn't you be able to get a decent result by recording the video on Super VHS, and then playback and pausing on the image you want to grab and using a long shutter speed (multiple frames) on the camera? Unlike VHS, I think that Super VHS should be able to provide a stable image when paused?

That is how I did it back in the day. Long shutter, brightness turned down on the screen to avoid over exposure and I seem to remember using a specific ISO film stock. It ended up giving very rich and deep colours.
