What was the previous record then?

He walks over the piranha plants several times, and at the very end, Koopa's hammers just fly right through without hurting him. How does that work?

Yes, it was a "anything goes" run (e.g. warps and other exploits are acceptable).

He played that without using savestates? I thought anyone who creating speedruns used them

Nope, just a few ms. Old record seems to be 4m 57s 693ms according to this page.

Tool Assisted Speedruns can use save states that's probably what you are thinking of.

Imagine people were doing this in 1985 after just paying full whack for the game! I reckon there would be some complaints about the length of the game
