When you boot, there is no window there and hence there is no layer there either. Nothing is backed up when the console is moved or resized, it is just back-filled with color 0. As said, layers is not that bad.

Once the workbench is loaded, it places its backdrop-borderless window there, but it is also simple-refresh and hence no memory (except the administration structures) are needed to back it up. The workbench redraws it when a refresh is needed.
