make PPC ROM by flash update does no longer work

In older versions you could make your own CSPPC ROM by creating an empty file called cyberstormppc.rom and then run a flash update.

Since 4.0.1 this no longer works. WinUAE just sits there with the power LED flickering. It does not boot.

In 4.0.0 it still works.

It only worked accidentally. Since 4.1.0 68060 FPU is not disabled automatically when emulated accelerator board is enabled (to match real world behavior).

Unfortunately it broke this special case where accelerator board is configured but boot rom is missing and it was still supposed to boot (which would not be possible in real world, at least with pre-3.1.4 KS). Workaround will be added.
