Does anyone know why the rom file is 256k but the EEPROM on the card is a 27C4000 so 4M ?

I thought its actually an NEC (uP)D27C4000D, which are more similar to regular 27C400 (instead of 27C4000). As mentioned you mixed up bytes with bits. Its 4Mbit selectable as either 512K x 8bit or 256K x 16bit
