Odd colour issues with A1200

I have an A1200 with Composite out connected to a portable TV's SCART in. The screen goes greyscale when the white Workbench screen title bar is at the top, but fixes if I cover it with the Workbench. The problem doesn't occur in games.

Is this a known issue (capacitors?) or just a glitch in my TV?

Probably a glitch on the TV or the overscan settings are a bit steep.
