It doesn't seem to support 15kHz properly. Most old VGA/SVGA monitors will not work without a scandoubler/flickerfixer.

It's been a long time since (20+ years) & I could be wrong, but wasn't the C= RGB to VGA adapter ending -03 buffered? - Or was that just a special adapter to work with Video Toasters?

All the C= silver adapters are buffered. The -03 revision was made to fix some problems with the Video Toaster, true. But any Commodore silver dongle will work just the same if no Toaster is installed.
The buffer is just a signal booster in the sync lines to keep the computer from going into genlock mode if a monitor loads the sync lines too heavily. If the computer is in 15kHz mode, it won't change that for the display. |

Then you need to mod it yourself or buy already modded.
It has perfect smooth scroll and very low lag. |

I use it and trust me, it is smooth at 50Hz, and no stuttering at all. There are several videos on yt, but they can't represent real picture quality and smoothness.
