Paint.NET IFF plugin support

What a chore. A day spent converting C code to C#, and I've cobbled together a plugin for Paint.NET that adds support for loading IFF files.

It does not support saving IFF files and it is unlikely to unless someone pays me to do it

I just wanted to be able to view the Pool of Radiance protection codes without installing another image viewer.
