Raspberry Pi 3b+ with GameHAT

I now have a Raspberry Pi 3b+ with the GameHat gamepad and screen. I'm trying to decide whether the screen can do proper 50hz scrolling, but I think it can't. I can get a 50hz HDMI mode to start, but the scrolling still seems kind of jerky...

How do you know that I'm doing anything wrong? That page doesn't tell you how to set a proper 50hz mode for Amiga and C64 emulation. In fact, I think I get a 50hz rate, it's just that the screen is total crap - there is a lot of screen tearing even in 60hz mode.
