Automatic scaling gives different result depending on palette

Depending on palette, automatic scaling adds borders or not (IMHO it should not).

It's easily reproducible with the attached config / ADF. Just double click Palette1 or Palette2 on the desktop.

It is side-effect of trying to guess if some program (mainly demos) have border color copper lines in top or bottom overscan that would be invisible without this check.
