Not much improvement there, mostly copy/pasted standard BB2 manual.. I was hoping for more detailed commands descriptions but nothing new..

but yes UBBPlus is great package..

I thought part of the video suggested that there were improvements to the manual, is this not the case? Is it more a matter of correcting typos and improving images etc?

What happened to this mystical manual?

Was hoping they'd have fleshed out functions/statements a little more so as to know how to pass arguments of differing types such as NEW TYPE can they even be passed as arguments.

Newtypes can't be passed directly as arguments, no. You can do some pointer magic to achieve the same result, IIRC E-Penguin or Earok posted some example code in here somewhere.
