looking for a stage builder game

i dont have the name.
but i remember that is it a game where you can build your own stages and make obstacles.

and then play them afterwards. it is many years since ive played it and its a side wiew.

i also remember some of the items that you can use in the stage builder.
for example: you can place out sharks, bulldozers, and you can decide which pattern they shall move in.

you can also place items that wil help you, like a small "chopper backpack"(dont know the name) you can create water, fire, magma.
there much more items that could be used but so far i can only remember a few. you could also make treasure chests that you could collect when you played the stage you designed.
