International Karate+ - box cover

I looked at the boxscans of International Karate+ and on one of them I noticed some guy. For me he looks like Steven Seagal. If it is him, does anyone have any reference or background of this? Maybe some related stories?

Probably just redrawn from a movie frame. There are two other familiar faces on that very box cover, check this page for that and some more look-alike covers.
