Did Workbench ever support FMODE 1?

As far as I can tell, AmigaOS only ever uses either FMODE 0 or FMODE 3 as the fetchmode for screens. Is there any way to force system screens to use FMODE 2?

I've been messing with WinUAE lately, working on a fantasy chipset that is essentially a 16-bit version of AGA with some other goodies. I'd be kind of nice to mess around with actual Workbench screens with my emulation mods, but existing AGA support requires 64-bit alignment for everything.
