Cursors keys not working except under AmigaOS 4.1

Hi,
Don't really know why but the cursors keys are not working under AmigaOS 3.1 but it's working under AmigaOS 4.1. Even not working under AmigaOS 1.3 but if I boot on a floppy it is working.
It is not working anymore also under AmigaOS 3.2 what went wrong ?

Game port 2 is probably set to layout B (cursor keys = joystick, Ctrl = fire). Change it to "none" to make cursor keys work as cursor keys.
