Intel HD 4600 onboard graphics suitable for WinUAE?

Does the Intel HD 4600 onboard graphics able to support Amiga emulation?

I would think CPU speed/power is more relevant...

Yes. (Except if you want to use heavy shader based filters). CPU speed, cache size and memory bandwidth are the most important hardware features. (if you want really fast emulation, not that important for basic a500 or a1200)
