I understand where the confusion comes from, but TOSEC is primarily a database available on TOSECDev and compatible with ClearMame/ROMVault or ROMCenter.
ADF-Workshop is a working tool that is not necessarily up to date with TOSEC, especially since I delivered the tool to generate your own databases.
In order to make things easier, I have put online the db of the last version of TOSEC:

The other problem is that it is on the FTP under a different name than the one you expected :
