What IS this C64 game?

A couple of weeks ago I was watching a compilation of C64 game screenshots and came across a particular one I just could NOT put my finger on?!

I "KNOW" it's from a game I used to love and play a lot of but I just can't for the life of me remember what it's from??

So I am hoping that one of you guys or girls might know what it is? It's been doing my damn head!!!!!!!

The game is at 0:08 in the video, the game has a picture of a computer with the words "Planetary Defenses Data"

Please put me out of my misery!!!

if you ever get stuck like that again, just screenshot it, and crop the image of the game, then use "search by image" on google and it can find similar images (and often the very one you are looking for)
