I don't know how it works technically. But I remember from when I tried it on my A500 that it didn't feel like slow motion but rather like stuttering. As if it puts the CPU on halt in regular short intervals while it runs at full speed in between.

It pulses the halt pin of the CPU a bit like an autofire circuit in a joystick.

so could you do this to any other amiga?
are there programs or games that would break after pulsing halt?

Many graphically intensive pieces of software fail quite spectacularly with the slomo feature.. The copper does not slow down, nor does the blitter, but anything that is synchronized to screen draw will just explode.

If there is a halt pin on the CPU, you can do it on a computer with varying success.

My experiences with the slow motion function of the Action Replay (MKII) was that is not functional in most cases or just senseless. Maybe the game Lotus worked or some other racing games if I remember right. However, it becomes slow and boring. I speed up function instead would be cool.
