Pretty sure that rule would be to protect against people vandalising their own stuff as a means to lash out when enduring a hissy fit. It'd be a shame if you would be prohibited from improving content quality.

It's just here: http://eab.abime.net/showthread.php?t=49830 First link is dead, use the second and third links. You need both archives because the main archive contains only custom dungeons.
