Amiga: XTreme Racing! Play it over some linked Amigas and it rocks. So does Stunt Car Racer but that's 1st person perspective.

Shame... TOCA 2 on the PS1 is a smashing (ahem) game.

And okay, these are not retro at all, but Mashed and Outrun 2006 on the PS2 are as good as anything else mentioned here.

(Sorry, I'll get back on-topic now...)

As for the Amiga... I'd go for Roadkill, Lotus 3 and Lamborghini American Challenge.

All Terrain Racing, Nitro, Turbo Trax (Arcane) are some nice top view racer for the Amiga.

Mega Drive: F1-Circus MD, Fun Car Rally, Formula One: Beyond the limit (Mega CD), Virtua Racing Deluxe (32X)

Mame: Chase HQ, Turbo Outrun

Amiga:

Nobody like Super Hang-On? Probably my fave.

Also, Lotus 2

- and Stunt Car racer can provide a lot of laughs.

and on the subject of Geoff Crammond, a lot of people loved F1GP.

I like Super Hang-On. Considering it doesn't seem to be that popular we still had a lot of entries in the Games League for it

You can play Cruising USA/World/Exotica on Project64 emulator instead of MAME if you want full framerate, higher resolution & texture filtering.

Guys if you like Super Hang-on a lot, you'll surely love Racing Hero (also from Sega). Its more 3D feel (not in a polygonal sense, the game's still sprite based) is really immersive and makes it a joy to play than Super Hang-on. You just gotta try it on MAME.
