The same I.C.E. Software house?

Forgive me if this has been brought up before but after a recent twitter discussion,just a tad curious!
When I was looking up HOL,I noticed the ICE devs I recall for some of the so-so Amiga arcade racing ports eg:Turbo Outrun,SCI,Cisco Heat etc.,were related to the same ICE of Total Carnage/Akira etc.,later on?

Saw some were once part of Probe before becoming ICE,but was that the same group that later became a publisher/devs of the likes of Total Carnage etc.?

I thought they were,but perhaps others might know? Any ideas?
