Parts + labour. More labour than parts in this one of course. ;-)

The parts required cost a lot of money, remember that the commodore chips are some bucks I have seen the set for 250 or more. The bird seed required (caps and resistor) really can add up also. Then you are looking at the time the person put into building it.
