GUI and minimizing

Testing WinUAE 2.4.0 b22 under Windows Vista, there seems to be a problem with WinUAE running when minimised (using all CPU time), even when "pause emulation when minimized" is checked.

Hopefully this should be easy to see:
- Start Task Manager so you can see the CPU load.
- Run WinUAE, make sure the pause when minimized box is checked and start emulation.
- Press F12 to open the settings window
- Click the minimise button at the top right of the emulation window.
- WinUAE is minimised, but the emulation starts running again. (It was paused while the settings window was open.)

Unfortunately this is by design. Not unpausing when exiting GUI would cause issues (like emulator appearing to hang) in some situations (especially when in fullscreen). Maybe fixed someday..

Could you not exit the GUI if WinUAE is minimised when the GUI is showing? That makes more sense anyway I think, since when restored WinUAE would be in the same state as it was when minimised (i.e. with the settings window open). At the moment, with settings window open, user clicks WinUAE taskbar button to minimise/hide it. Maybe they're about to select a new disk image or adjust some other setting but hide WinUAE to check their email or whatever. But when they click again to restore, the settings window has vanished.

Moved because nothing to do with 2.4 beta.

Leaving GUI active also causes similar problems.
