Burning Rubber (Ocean 1993)

The SFX are from Lotus and the dithered fade in effect on night stages are also identical to Lotus BUT there is no mention of Shaun Southern etc for the coding.

Did Harlequin license or hack the Lotus engine to grab some code?

Those were different and less 6n6lly copyright sensitive times, so you would see assets "borrowed" from other games A LOT - especially mod samples
[in a way mis those times where people would not take down a game due to some tiles similar to another]

Not had a go of it yet to see if it feels like Lotus to play, just saw it on a Youtube video.

I totally agree, when companies were doing unofficial copies of licensed arcade games in the 8bit era it kept everyone honest so the official conversion had to make a reasonable effort (Hunchback and Moon Cresta come to mind and on the Speccy Pheenix and Galaxians (Artic Sorftware) were brilliant and Star Battle on the VIC-20 is a million times better than Atarisoft C64 Galaxian)

I like the skyscraper-sized windmills in Amsterdam, so life-like. As are the hills.

If you want to see that many windmills close together you have to go to a place called "Kinderdijk" which is not too far from Rotterdam, around 20 minutes by watertaxi. It's a fun place to go and just sit at the entrance where the buses drop off the tourists. The looks on their faces when they realize that they've been seriously duped. "Wait... this is it!? I was promised Disneyland!" Yeah no. It's just some windmills.
