Persistent as in you get the same exact map every time you play. But it was created procedurally in the first place. Daggerfall dungeons are also procedural btw and different with each playthrough (unlike the overworld), except for a few select dungeons related to the plot which were hand made.

What's the basis for the claim Quake is more advanced? It seems like you are comparing oranges to apples. id Tech 2 is designed for closed 3D spaces. NetImmerse (later gamebryo) is designed for large open ones. These are quite different problem domains.
