I use online translation to read about "Chukkie", it looks like one man project that ended in drawer because nobody else was interested in development and publishing it. Whatever was made with it, it was very little.
As for "Chokigessen" it was more advenced project, made by 3 people team. They aim to create colourful with 256 colours on screen Elfmania clone / fighting game for cd32 and A1200. There was going to be 9 fighters mostly based on Dragon Ball characters. It is possible that they send working prototype to Team17 and they were interested in publishing it. They do not have official contract, I belive
They were in mailing contact with Team17. It was praised in preview for high quality animation, parallax effects. I wonder what went wrong and why it was not finished?

it was preview for Amiga and IBM PC, both version were not released,
background look very similar to Agony like simple picture made in two colours and filled with two oposite gradients.

it was in development according to this page:

but they do not give name of magazine nor more details were it was previewed.
It is hard to say more but it looks like Smash TV clone.
