I double checked and the infamous "Let's go mr driver" is there, albeit very muffled, together with "Push it more" and at the end of the round "you are under arrest"

Not sure if counts, as speech was used as part of the intro sequence. Pretty sure there was no speech during gameplay.

The Empire Strikes Back has samples from the movie. I had forgotten about the game entirely until I saw "Star Wars" in this list.

Just stumbled over Chubby Gristle being mentioned as having sampled speech in each level. Haven't confirmed it myself.

RoboSport has sampled speech during the intro animation and bits of "robotic" sampled speech elsewhere.

The Killing Game Show (in-game: 'weapon!', 'tool!' etc, also some speech in the title song)

TV Sports Football ('no good' after an unsuccessful goal kick, 'touchdown!' etc.)

TV Sports Baseball ('foul!', 'strike two', etc.)

Powermonger (your troops acknowledge commands with a "yeah", the rest is grunts and shouts)

It's sprinkled around the game, there's occasional speech when you enter some rooms and sometimes when you pick up items.
