I moved the banner of forum listing before the navigation bar.
I could not have it under because of the drop-down menu "community" or "quick link" which came over the ad (it's not allowed by adsense policy). Moreover I feel it less intrusive like this |

When you say "action" do you mean mouse on banner? Or do you mean buy the product on advert?
