This does *not* do the same. It only replaces a fraction of the modules (namely icon and workbench), whereas LoadModule will pick up all modules it can find, and there was substantially more updated than icon and workbench.

If you add the contents of the directories Devs, L and Libs from a floppy image like "ModulesA2000_3.2.2.adf" to your OS 3.2.x installation and ensure that the protection bits are copied too (with Copy ... CLONE, or by using DOpus4) then the startup-sequence line "LoadModule L:System-Startup ROMUPDATE" will update OS 3.1 or Caffeine correctly and you won't need any RemLib commands.
