Switching NTSC/PAL, performance?

Excuse me for possible bad terminology in this post.

If I recall correctly, ECS-chipset have functionality to swap between NTSC/PAL-modes. Back in the day, someone mentioned that you could swap this bit (at vblank?) to be able to get access to "more" clockcycles/frame, sort of.
I'm nowhere near skilled enough to talk about this but perhaps anyone get what I'm talking about?
Out of curiosity, is there any truth behind this?

Yes. ECS has the ability to change between PAL and NTSC. That's why we have PAL and NTSC monitor drivers. Yes, PAL has more cycles per frame, as the refreshrate is 50fps and not 60fps.
