Both CIAs and Paula. Same as in every other Amiga.

I didn't know that Paula, in addition to audio, also managed the floppy drive.
Which of the two CIAs is responsible, ODD or EVEN? |

One of the CIA's is responsible for the stepping signal, but it is actually generated by the main cpu. given that each game (more or less) used different trackloaders, the timing would be slightly different, and would make stepping sound different. Also, as indicated above, the organization of the data on the disk, which would also be up to the developer in this case, affects the sound.
