Not in WHDLoad it isn't.

It would be possible to do this with a hacked CDTV version of Xenon 2, but Atari ST floppy and hard drives work differently from their Amiga counterparts, the hardware to decode floppies and hard drives on the ST is built into the drives themselves, so its possible to stream without needing the system active.

So many Amiga games were hard coded (i.e. not relocatable) which at times could over write crucial system functions which need to be active.

This concept has never been more realistic than it is today because depending on what hardware you add, virtually any Amiga can do this now, memory is cheap enough.

Only way this could actually work on lesser systems would be to hack EXEC so that system functions could be relocated out of harms way, trackbuffers could be moved away, then the system could still be active and not crash.
