Well, an A500 with a piStorm and blowing into the case makes a far bigger difference than exhausting in my experience.

We recently had a case at work where an enclosure housing a stepper motor and some electronics, with a fan at one end and air holes at the other, was originally blowing cold air into the enclosure, but reversing the air flow dropped the temperature by a couple of extra degrees C. Of course this sort of thing also depends on the layout, air flow, etc.

not wanting to back seat moderate but jesus guys whats with the massive NECRO bump? I re read it 3 times to try and figure out why the dates jumped as they did!

Fans are efficient when they push than pull and also push mode allow to use filter so preventing dust coming inside your device - if fan is unable to create overpressure inside then it looks rather than something bounce back - definitely issue
