The keyboard language choice only applies to the keyboard. Make sure to choose all languages you might want to use later. Both the OS language and the keyboard language can be changed by prefs programs at any time, but you can choose only from those keyboard languages you have installed.
IIRC there is also a seperate directory with installation scripts which allow to install missing languages.
