If someone is still wondering about this I can confirm that copying DEVS/System-Configration file as is (including DEVS-directory) to your WHDLoad patched game's data-directory fixed at least Dune 2's slow mouse movement issue (assuming that you have speeded up your mouse movement on workbench on prefs). It didn't even had to be from OS1.3 even if the game uses KS1.3 image. I used System-Configuration file from OS3.9. Most likely this also works on other games too which has slow mouse movement issue.
