BetterWB is for AmigaOS 3.1 while BestWB is for AmigaOS 3.1.4(.1).

Both are free.

Yes, you can install WHDLoad, and all that jazz. BTW, in the BestWB page there is an optional download for an easy to install WHDload .ADF image.
