You don't need that. You can add a BootDevice entry to the Kicklayout which contains the name of the OS4 partition. This will take precedence over the boot priorities.

This might mean that your SCSI chain is not properly configured. A termination issue for example.
For the 68k cybppc.device you can change settings in the firmware menu of the CSPPC to make it more compatible. The PPC cybppc.device does not have access to them, so they are ignored once the PPC Kickstart is loaded.

The versions of 68k components don't matter for the PPC OS. They are not used.
