Short answer: Yes, you need.

Long one: the SCSI controller will poll for devices (and nothing respond to it), adding a very long time to boot (10 minutes?).

Ought of curiosity: why not use the SCSI? It is much more fast than IDE and don't steal computational power from the main CPU.
