I have seen that video and I would not call it a tech demo. Street Fighter 2 is much more complicated then what you see in that video. On the surface it does look like street fighter 2 cosmetically but that is about it.
I chose not to even attempt SF2 as it is way to complicated and I don't think I could do a better conversion then Super Street Fighter 2 on the a500. But I could make the worst port of Street Fighter 1 and it would be better then this trash :
